Project: Lutheran World Relief (LWR) is a nonprofit that helps families in poor, vulnerable communities around the world by targeting agricultural development, climate change and mitigation and emergency operations. LWR contracted Flux R.M.E. to evaluate the Adapting Together (‘Adaptando Juntos’ in Spanish) project (2014-2017), an initiative aiming to strengthen climate change adaptation (CCA) capacity in the zone surrounding Cajamarca, a city in the northern Peru.
Flux evaluated the design and implementation of Adaptando Juntos’s innovative funding/management model, the participation strategies of the Municipal Environmental Commission of Hualgayoc’s climate change group, climate change adaptation committees in the Tingo-Maygasbamba and Hualgayoc-Arascorgue areas and the water harvesting associations implemented by Adaptando Juntos. Flux investigated the quantity and quality of participation of the three primary interest groups: (a) local rural farmers affected by climate change, (b) teachers and students, and (c) municipal officials and technocrats.
The project provided learning and recommendations regarding the effectiveness of the institutional model, outcomes for CCA policy development in local governance, and citizen participation for improved natural resource management.
